Marion County 24-Hour Release Limits
No official Marion County or North Central Regional Jail and Correctional Facility feed lists everyone released during the last 24 hours. WVDCR provides a current regional-jail search and a date-selectable Daily Incarcerations tool. The second source reports admissions, not departures. Its observed fields include a detail link, intake time, first, middle, and last name, birth date, gender, and the daily total. None of those fields states an actual release time, release type, or destination. Relabeling that admissions view as a Marion County release list would reverse the meaning of the data.
Marion also has no standalone sheriff-operated adult jail roster. NCRJCF is run by the West Virginia Division of Corrections and Rehabilitation in Greenwood, outside Marion County. The state separates its public jail and prison searches. A person who drops from the jail side might have been released to the community, but a sentenced person might instead appear on the prison side. A correction or ordinary update lag can also change the display. The same-day question must be answered with a person-level record trail.
Check Marion County Same-Day Releases
Define the interval first. Marion County and NCRJCF use Eastern Time, but “today” and “the last 24 hours” are not the same window. Record a start and end time, then use the same full name, date of birth, court case number, and WVDCR offender identifier at each step. - Search the WVDCR jail side of OIS. Save the exact identity, facility, and access time for any match.
- Search the WVDCR prison side. A new prison match after the jail record disappears points to a transfer, not a community release.
- Check VINELink under West Virginia. Compare identifiers and read the exact custody status, agency, facility, and date shown.
- Review the Marion magistrate or circuit docket for a fresh bond, dismissal, time-served, sentencing, or other release-related order.
- Call NCRJCF at 304-873-1384 when the public sources conflict. Ask whether WVDCR can confirm current custody or an actual release or movement.
- Request the existing movement and release record from WVDCR when a durable answer, legal release type, or receiving agency is needed.
Each source answers a different question. OIS shows selected custody data. VINE adds a status and alert layer. A court order explains legal authority. The actual DCR movement entry records what happened at the facility. Keep each source separate until the dates and identity align.
Marion County Release Evidence Fields
Because the official 24-hour list does not exist, no public release-feed field set can be promised. The useful fields are drawn from the sources used to reconstruct a same-day event. A complete answer identifies both the person and the custody episode. It also distinguishes authorization from physical departure.

An intake timestamp is not a release timestamp. A bond-posted time is not necessarily the moment someone left NCRJCF. Identification, paperwork, property handling, and a check for other holds can occur after legal authorization. Ask what an agency timestamp represents before treating it as physical departure.

When Marion County Bond Means Release
Marion bond releases split responsibility between the court and the facility. A magistrate may set or take bond, including through the statewide on-call process outside normal hours. NCRJCF still controls the physical release process and checks for other holds. The Magistrate Administrative Rule 1 requires an on-call magistrate to handle specified criminal duties and contact regional jails about people able to post bond.
A docket entry showing bond is valuable legal evidence. It does not prove the exact moment of departure. Another case, detainer, or institutional step may prevent immediate community release. Compare the signed Marion court order with the NCRJCF or DCR actual movement entry. If only one is available, describe precisely what it proves. Do not convert court authorization into an unverified release time.

Marion Release Versus Custody
A current NCRJCF match supports reported regional-jail custody. No match proves far less. Search the prison side before concluding release because WVDCR operates both systems and may transfer a sentenced person. VINELink can show a custody change, but DCR intentionally delays transfer calls until arrival at the receiving facility. A brief notification gap can therefore occur during movement.
A direct community release should ultimately align with the legal authority and the facility record. Bond or recognizance usually means the case continues. Parole ends confinement but starts or continues supervision. Final discharge ordinarily ends the sentence or supervision identified in that record. None of these labels rules out a separate case. A state release to ICE or the U.S. Marshals Service is a handoff, not a community departure.

What Time Marion Releases Occur
No official source publishes a fixed NCRJCF release time, exit door, weekend release schedule, or family waiting area. After-hours bond work can occur because West Virginia provides an on-call magistrate process. That rule does not promise a set departure hour. NCRJCF must complete its own process and account for any other valid custody.
For same-day logistics, call the facility directly. Give the person's full name and other identifiers. Ask whether release has been authorized, whether a movement is still pending, and where a lawful ride should wait. Staff may limit what they disclose, but a direct logistics check is safer than estimating from a court timestamp or an absent web result.
Getting Home After Marion Release
NCRJCF is on U.S. 50 in Greenwood, Doddridge County, rather than in Fairmont or elsewhere in Marion County. The facility's official visitation rules state that no local transportation or bus service is available and identify the nearest taxi services as being in Clarksburg and Parkersburg. Fairmont transit should not be presented as a verified route to or from the jail.
Family or another lawful ride should confirm the actual release and pickup instructions before traveling. An expected court outcome can change, and release processing can take time. The facility has not published a general pickup point. A ride should not assume that the public entrance, visitation entrance, or any parking area is the release door.

Request Marion Same-Day Release Records
A written request is the durable fallback when no release feed exists. WVDCR Policy 108.01 directs public-record requests to the Commissioner as custodian and requires reasonable specificity. Identify the person, date of birth or OID, NCRJCF, and the custody episode. Ask for existing admission, movement, actual-release, release-authority, and destination fields. If timing matters, ask whether a recorded time is authorization, database entry, or physical departure.
West Virginia FOIA generally requires the public body to provide the information, state when and where it will be available, or issue a written denial within five working days. Saturdays, Sundays, and legal holidays do not count. That deadline governs the response, not completion of a large production. Electronic copies may reduce reproduction costs. The agency may redact exempt matter, but a requester can ask for segregable nonexempt facts and the legal ground for each withholding.
Do not ask DCR to create a custom daily release list. Ask for records that already exist for the named person and defined episode. Direct a Marion sheriff request only to arrest reports or photographs that office created or holds. The regional-jail release record belongs with NCRJCF and WVDCR.
