Marion County VINE Coverage

West Virginia VINE means Victim Information Notification Everyday. The state began the service in 2002 and expanded it to all ten regional jails in 2019. That expansion matters in Marion because North Central Regional Jail and Correctional Facility, not the Marion sheriff, holds the county’s adult regional-jail population. WVDCR prisons also participate.

VINE is built for a specific custody check and notification. It can report the facility, custody status, and offered alert options attached to the correct person. It does not replace the underlying OIS record, a court order, or a certified DCR release entry. Common names require a date of birth, identifier, case detail, or another available fact before choosing a result.

Coverage ends at the reporting system’s boundary. The Federal Bureau of Prisons, ICE, and the U.S. Marshals Service are not in West Virginia VINE. A person transferred from NCRJCF to one of those authorities has left state custody but has not necessarily entered the community.

Search Marion Inmates on VINE

Collect the person’s full legal name, name variants, date of birth, OID or other known identifier, and expected facility. Preserve the exact query and access time. That simple log helps explain later changes and prevents two people from being merged.

1. Open VINELink and choose West Virginia.
2. Select the offender or custody search offered by the current interface.
3. Enter the name or available ID. If the name is common, narrow the match with date of birth or other displayed identifiers.
4. Open only the record that fits the person and custody episode.
5. Read the status, reporting facility, and dates exactly as displayed. Save the access time with the result.
6. If no match appears, search both WVDCR jail and prison OIS, then check the Marion court case and the correct federal locator when relevant.

A missing VINE match is not proof of release. It may reflect a spelling issue, an agency boundary, a transfer interval, or a record update. The Marion County released-inmate lookup supplies the full fallback path when VINE cannot resolve the identity.

The interface can change, so copy the exact live label instead of substituting a preferred term. A “released” or “out of custody” result confirms the reporting agency’s state at that time. Registration belongs on the correct person record. West Virginia offers phone status and automatic notification through 1-866-WV4-VINE, also written as 1-866-984-8463. Email registration is available through VINELink. DCR states that assistance is available around the clock. Do not assume a text option unless the current screen offers it.

1. Open the verified record rather than registering from a name-only guess.
2. Select the notification control shown for that record.
3. Choose an offered phone or email method and enter the requested destination.
4. Complete the current confirmation steps. If the interface requests a PIN, follow the prompt without assuming a standard length.
5. Save the registration confirmation in a secure place and do not expose the contact details or PIN.
6. Keep the agency phone and case identifiers available in case an alert needs direct verification.

No official West Virginia source confirmed a universal four-digit PIN or a permanent web requirement. The prompt itself or the hotline is the correct source. A PIN, when requested, helps confirm or acknowledge a notice; it does not change the person’s custody record.

Marion VINE Transfer Delay

West Virginia has a distinctive transfer rule. DCR does not place a VINE notification call while an offender is moving between facilities. Notice follows arrival at the receiving facility. This gap protects the transfer process, but it also means silence or temporary absence must not be read as release.

The local effect is significant. A Marion defendant may leave NCRJCF for a WVDCR prison after sentencing. OIS separates jail and prison populations, and each system may update at a different point. During the move, a jail result can disappear before the prison-side match or VINE arrival notice becomes clear.

The official regional-jail expansion notice confirms that all ten regional jails joined the state notification network. It is why NCRJCF belongs in the West Virginia VINE route despite being outside Marion County.

Marion Formal Victim Notice

VINE is an aid, not the only notice route. Under West Virginia Code §62-12-23d and DCR instructions, a person seeking formal victim notice of releases or parole hearings should submit separate written requests to DCR and the West Virginia Parole Board. A written release-notice request to DCR also registers the requester with VINE.

Keep copies of each written request and update contact information through the agency’s process. The Board owns parole-hearing notice and decisions. DCR owns prison and regional-jail custody events. VINELink carries the automated alert attached to participating data. One channel cannot stand in for every other channel.

Note: Save the DCR and Board request confirmations separately because VINE registration alone does not replace statutory written notice.

Confirm Marion VINE Releases

Use the VINE result as one item in an evidence chain. Search WVDCR OIS on both the jail and prison sides. Review the Marion court docket for bond, dismissal, sentencing, time served, revocation, or another order. Then ask WVDCR for an existing actual release or movement record when the date, type, and destination matter.

For a federal sentence, use the BOP locator. It can show “Released” and a release date or “Not in BOP custody,” but it does not cover NCRJCF. For immigration custody, use ICE’s locator. A state handoff to ICE or USMS is a transfer. West Virginia VINE cannot certify what happened after that boundary.

VINE can lag, and its transfer calls are intentionally delayed. A court order explains legal authority but may not show physical departure time or another hold. The DCR movement entry is the strongest agency record of what NCRJCF or a state prison actually did.

Build a short record of each Marion VINE check. Save the query, access time, match identifiers, reporting facility, exact status, displayed date label, and alert confirmation. Do not copy private contact data into a public note. If a later result changes, compare it with the earlier capture and look for a prison-side match, court order, or receiving custodian. That sequence can show whether the change was release, transfer, or an ordinary system update.

Corrections follow the record owner. Report a VINELink display problem through VINE, but direct an incorrect WVDCR custody fact to DCR. A wrong Marion court date belongs with the clerk. Keeping each correction with its source prevents a notification display from being treated as the authority for a court or prison record.

For a past event, request the DCR movement record even if VINE once sent an alert. Ask for the actual date, legal release type, and destination tied to the named custody episode. The durable record can distinguish parole, final discharge, bond or court order, conditional release, and transfer. An automated message cannot supply that full legal context.
