Where NCRJCF Releases Go
North Central Regional Jail and Correctional Facility is the adult regional jail officially identified as serving Marion County. A direct release can send a person to the community under bond, personal recognizance, court order, time served, or another lawful basis. Parole or conditional release may place a person in the community under WVDCR supervision. The precise release authority matters because leaving the building does not always end the case or sentence.
Some people do not leave for the community. A sentenced Marion defendant may move from the jail side of WVDCR into a state-prison placement. Another agency may take custody under a detainer or warrant. These events end the NCRJCF jail entry but begin or continue custody elsewhere. The destination or receiving-agency field in the actual movement record is therefore essential.
| NCRJCF outcome | Next source to check |
|---|---|
| Bond or court-order release | Signed Marion court order and WVDCR actual-release entry |
| Time served | Sentencing order, custody credit, and any probation terms |
| State-prison transfer | WVDCR prison OIS and receiving-facility record |
| Parole or conditional release | WVDCR or Parole Board record and supervising office |
| Federal or immigration transfer | BOP, ICE, U.S. Marshals, or responsible federal court source |
| Final discharge | Final sentence or supervision record, while checking for separate cases |
Confirm an NCRJCF Release
The public WVDCR system separates regional-jail custody from state-prison custody. Search both. Use one full legal name, birth date, Marion case number, and OID whenever available. Record exact status text and the access time instead of treating “not found” as a release result.
- Search the OIS regional-jail side for a current NCRJCF match.
- Search the OIS prison side for a state transfer or sentence record.
- Check VINELink under West Virginia and compare identity, facility, status, and dates.
- Review the Marion magistrate or circuit docket and obtain the signed order that explains legal authority.
- Call NCRJCF when sources disagree and ask whether current custody or a movement can be confirmed.
- Request the existing WVDCR release or movement entry when the date, type, or destination must be documented.
OIS warns that information changes quickly and may not reflect the true location, release date, or status. VINE is helpful, but DCR intentionally delays transfer calls until the person arrives at the next facility. A temporary gap can occur during movement. The Marion County released inmate lookup expands this path when the original custody system is uncertain.
NCRJCF Release Records Contact
Use the facility phone for current custody and release logistics. Use a written WVDCR public-record request for a durable release or movement record. The agency has not published verified general office hours, a fixed release schedule, or a public release door, so call before making a pickup trip.

The official NCRJCF page is the source for the address, phone, service area, and facility history shown here.
The official source confirms that NCRJCF serves Marion and several other counties, which is why a general “Marion jail” search can miss the correct operator.
NCRJCF Serves Marion County
WVDCR operates NCRJCF in Greenwood, Doddridge County. The official service area includes Doddridge, Harrison, Marion, Monongalia, Pleasants, Ritchie, Wirt, and Wood counties. Search by the person's identity and case, not only by the phrase “Marion County jail.” Confirm that the underlying criminal case belongs to Marion County because the same facility houses people tied to several courts.
The hybrid name “Regional Jail and Correctional Facility” should not erase the legal distinction between jail and prison populations. WVDCR's public portal keeps them on separate search routes. Someone awaiting trial or serving a jail term belongs on the regional-jail side. A person committed to state imprisonment belongs on the prison side, even if the broader WVDCR system handled both episodes.
Why Marion Uses NCRJCF
NCRJCF opened in August 2001. WVDCR describes it as one of the state's largest jails. Its location in another county explains why an ordinary Marion County sheriff-jail search can lead to the wrong source. The Marion sheriff may hold an arrest report, while the Marion court holds the order and the Doddridge County state facility creates the intake, confinement, movement, and release entries.
That split in record ownership affects every request. Ask the sheriff for records it created. Ask the correct Marion clerk for the signed legal order. Ask NCRJCF and WVDCR for custody and movement facts. Shared case and OID identifiers connect the answers. A single broadly addressed “Marion jail records” request may not reach the record holder with the decisive release timestamp or destination.
State reporting also documents a real transfer path created to ease North Central crowding. A unit at Salem Correctional Center began receiving people awaiting legal intake and parole violators awaiting final revocation action. The FY2024 report records substantial movement through that arrangement. Those dated totals are not current population figures, but they prove that leaving the North Central display can reflect institutional movement rather than release. Search the assigned WVDCR prison location instead of guessing where the person went.
Note: The Marion County Sheriff's Office is a law-enforcement and arrest-record source, not the operator of NCRJCF or a standalone county jail.
Transportation After NCRJCF Release
NCRJCF's official visitation rules say no local transportation or bus service is available. They identify the nearest taxis as being in Clarksburg and Parkersburg. Fairmont local transit does not establish service to Greenwood, so it should not be offered as a verified release ride. The facility also has not published a standard pickup area.
A family member or another lawful ride should confirm the actual departure and pickup instructions before driving to the facility. A court order or expected bond result can precede physical release. Facility staff must process the event and account for any other hold. Ask where the ride should wait and whether a movement remains pending. Avoid assuming that the visitation entrance or public lobby is the release point.
The road setting increases the cost of a wrong assumption. Confirm the identity and release status first, then ask for current instructions. The official rules do not promise a waiting area or transport connection, and no source supports routing a released person to a Marion County bus stop.
Property After NCRJCF Release
The statewide WVDCR jail admission form states that personal property left after release will be disposed of 30 days after the release date. That rule supports prompt contact with NCRJCF. It does not publish counter hours, identification rules, or an automatic mailing process. Ask the facility what method applies to the specific property and custody episode.
A jail-to-prison transfer creates a different property path. WVDCR records policy distinguishes property consequences when a jail inmate receives a prison sentence. This is another reason not to treat disappearance from the jail search as community release. Confirm the receiving facility and ask the correct custodian where approved property went.
- Release
- Physical departure from NCRJCF, which may be to the community or another custodian.
- Parole
- Release from confinement while the sentence continues under supervision.
- Discharge
- The end of the identified sentence or supervision relationship.
- Detainer
- A hold or request that may lead to transfer rather than community release.
Obtain an NCRJCF Release Record
WVDCR Policy 108.01 directs written public-record requests to the Commissioner as custodian. Identify records with reasonable specificity. Include the full name, birth date or OID, NCRJCF, the Marion case, and approximate custody dates. Ask for existing admission, movement, actual release date and time if maintained, legal release authority or type, destination or receiving agency, and a final or revised sentence-calculation record where relevant.
West Virginia FOIA generally requires a response within five working days. Saturdays, Sundays, and legal holidays are not counted. The agency may furnish the records, advise when and where they will be available, or deny in writing with reasons. Five days is a response period, not a guarantee that a broad production will be finished. Ask for electronic copies, an estimate before chargeable duplication, and segregable nonexempt facts.
If exact time matters, ask what the timestamp means. A bond-posted time, signed-order time, database-entry time, and physical departure time can differ. Request the actual movement transaction rather than a custom certificate. If DCR invokes an exemption, ask it to link the withholding to the specific protected material and release the rest.
Keep the final production with the related Marion court order and the dated OIS or VINE observations. If those sources conflict, contact the record owner and preserve the correction response. Do not silently merge a scheduled sentence date, notification time, and physical-release time into one event.
